  • NCC - new Resulotion N° 715

    On 25th of October 2019, the new regulation of Conformity Assesment and approval of telecommunications products, Resulotion No. 715, was published in the Official Garette (DOU).

    This regulation shall come into force within 180  days from the date of its publication (April 21st, 2020). The only exception is in relation to the obligations contained in article 58 of Title IV, referring respectively to the market surveillance program and the exemption from the approval fees (Anatel fees),which came into force today.

    Thus, within 180 as of the date of publication of this Resolution, this new resolution will revoke: Resolution no. 242/2000, regarding the Regulation for Certification and Approval of Telecommunication Products; and Resolution No. 323 from November 7th, 2002, regarding the Telecommunication Product Certification Standards.

    The new Resolution No. 715 is a reflection of all-technological updating and all the learning acquired in these 19 (nineteen) years of existence of the process of conformity assessment and homologation of Telecommunications product. It also brings the incorporation of concepts aligned until then by means of letters, management instruments, or other means of publication used by Anatel to inform the related entities.

    The purpose of the new regulation is to make the process more flexible and faster, by adopting operational procedures for the conformity assessment and approval processes, and technical requirements for each type or family of telecommunications products.

    Main changes brought about by this NEW regulation:

    New technologies:
    Possibility of issuing a provisional supplementary standard, in the absence of an Operational Procedure and / or Technical Requirement, in view of a new technology and the urgency of its use, or even to attend a specific and temporary event.
    Changing the product classification from category to product models:
    The classification will change from product categories (I, II and III) to conformity assessment models, applicable to telecommunication product types or family (ies) to which it applies, and the applicable conformity assessment models for each telecommunications product type or family is set out in its respective Technical Requirement.

    It was added to the hitherto adopted (Declaration of Conformity; Declaration of Conformity with Test Report; Certification based on Type Testing; Certification based on Type Testing and Periodic Product Evaluations; Certification based on Type Testing, Periodic Product Evaluations and System Evaluation Management) the models: Labeling and other: established in Own Operating Procedure.



    In changing technical requirements:
    For products subject to Declaration of Conformity, when applicable, a deadline of up to 6 (six) months has been established after the new technical requirements comes into force to comply with the new requirements.

    Suspension and Cancellation of Certificate of Conformity
    It is no longer mandatory to notify by Anatel the certificate applicant of the suspension of its validity, through postal service with proof of receipt.

    Market Supervision Program:
    Telecommunications products may be submitted to a Market Supervision Program, whose purpose is to verify that products approved by Anatel still in compliance with the Technical Requirements.

    Anatel will develop this activity, with the support of the Designated Certification Body (OCD).

    Applicants:
    1) Exemption from Anatel Fees;
    2) Registered the fact that the national manufacturer should be the applicant himself for the certificate of technical conformity and approval;
    3) The applicant shall promote any adjustments and diligences requested by Anatel, within the indicated period, otherwise the lack of interest and consequent cancellation of the homologation request will be characterized. Disinterest is also characterized when, after notification, the Applicant does not comply with the requested steps or does not manifest within 30 (thirty) days.
    4) Identification of the homologation (Anatel label) must be made before the imported telecommunications products, intended for commercialization, enter the country, except in the cases and situations defined in the Operational Procedure.
    5) Possibility of transferring or sharing the right to market the product for telecommunications in the country.
    Testing Laboratories:
    Anatel in the Operational Procedure and in the Technical Requirement will establish the order of laboratory priority. Currently, this prioritization is made as established in Management Instrument 01 (IG-01).

  • ANATEL suspend certification for earth station antennas

    On 26 th of July 2019 Brazil’s Agência Nacional de Telecomunicações (ANATEL)

    published Act 4478 (2019) revoking the Act 939 (2018).

    This new Act rearranges the technical requirements for conformity assessment for earth station antennas.

    This type of antenna does not need to be approved in Brazil anymore.

  • Anatel published public consultations

    Please be informed that ANATEL has published the following Public Consultations:

    ·         Public Consultation #27/2019: This public consultation contains a proposal to update the technical requirements applicable to product conformity assessment of 75-ohm flexible coaxial cable with aluminum wire twist.

    ·         Public Consultation #33/2019: This public consultation contains a proposal to update the Technical Requirements for the evaluation of the technical conformity of the underground optical terminal box.

    ·         Public Consultation #34/2019: This public consultation contains a proposal for updating the Technical Requirements for the evaluation of the technical conformity of the Air Optical Terminal Box. 

    The completed texts of those proposals are available at ANATEL’s library and at ANATEL’s web page (https://sistemas.anatel.gov.br/sacp/). The public consultations mentioned above will remain available for 10 days.

  • ANATEL published new Acts 3481 / 3482 / 3448

    We would like to inform you, that Brazil's Authority ANATEL published three new Acts.

    Here is the main information:

    • Act 3481: Technical requirements and test procedures for the assessment of the compliance of chargers used with mobile phone. This act revokes Act 493. This new act is only an update to fit as normative references and remain the same tests.

    • Act 3482: Guidance for supplying the ANATEL  approval security seal (Mint Label) for lithium batteries and chargers used in mobile phones. This Act revokes the Official Letter IG 10. Mint label (security seal) was kept as mandatory for mobile phone chargers and batteries. Label design, characteristics and material remains the same. Withdrew the obligation of the label supplier company to have commercial representation in Brazil.

  • Technical requirements of restricted radio communication devices

    On March 1st 2019, Brazil’s Regulatory Authority (ANATEL) published Act No. 1379.

    An update to the Technical Requirements for Conformity Assessment of Restricted Radiocommunication Equipment, which follows the same limits of FCC.

    There were some changes on items 6.2.5, 13.1 and 13.1.1 of Annex I to Act No. 14.448 of December 4,2017 regarding specific conditions of use of the periodic operation device with periodic transmission characteristics and the limit of the electric field strength of the Radio Frequency Identification System (RFID) in the 13 MHz band:

    1. 6.2.5.  Periodic transmissions at predetermined regular intervals are only permissible in supervisory or scan transmissions to determine the systemic integrity of transmitters used in safety applications. In this case, the periodic transmission rate shall not exceed 2 (two) seconds of duration per hour for each transmitter.

    2. 13.1. Radio Frequency Identification Systems (RFID) operating in the bands 119 – 135 kHz, 13.11 – 13.36 MHz, 13.41 – 14.01 MHz, 433.5 – 434.5 MHz, 860 – 869 MHz, 894-898.5 MHz, 902-907.5 MHz, 915-928 MHz, 2,400 – 2,483.5 MHz and 5,725 – 5,850 MHz shall meet the limits defined in table V under following link:

    3. 13.1.1. The field strength limits shall be measured using the mean detector and at the band transition radio frequencies, the most restrictive field strength value shall be applied.

  • Public Consultation

    Brazil’s Authority ANATEL has published the public consultation 001/2019 with the aim of adapting test requirements for RFID / NFC devices operating with 13 MHz and for devices with periodic operation. Proposals are welcome and the goal  is to evaluate the specific conditions of use for the equipment with periodic transmission characteristics and limited electric field strength of the RFID systems in the 13 MHz band.

  • New specification for radiated immunity tests

    According Act. 6506/2018 from Agência Nacional de Telecomunicações (ANATEL) radio devices (WiFi  with multiple operating modes not each mode is subject for testing, but rather the most complex modulation.

    Here one example:

    Radio device WiFi (802.2211a/b/g/n/ac) with Bluetooth and NFC technology which operates in following modes :

    Wifi 2.4 GHz 802.11b

    Wifi 2.4 GHz 802.11g

    Wifi 2.4 GHz 802.11n (20 MHz)

    Wifi 5 GHz 802.11

    Wifi 5 GHz 802.11n (20 MHz)

    Wifi 5 GHz 802.11n (40 MHz)

    Wifi 5 GHz 802.11ac (80 MHz)

    Bluetooth 2.4 GHz

    NFC 13.56 MHz

     

    Only these modes should be tested:

    2.4 GHz: 802.11n (20 MHz)

    5 GHz: 802.11 ac (80 MHz);

    2.4 GHz: Bluetooth (in the configuration with higher bandwidth and higher transmission rate)

    13.56 MHz: NFC

  • ANATEL Specifies EMC Requirements

  • EMC Testing Now Mandatory

    As we have been informed by our local partners, from today onwards EMC testing will be mandatory in Brazil. Previously, ANATEL had delayed this new requirement for EMC twice to accommodate labs with more time.


  • Brazil postpones EMC tests again by two months

    As previously reported, Anatel had already delayed the publication of new EMC test procedures which are required by act N° 14448. This delay was recently prolonged once again, as Act N° 4735 states "until the Agency has completed studies for [...] standardized testing [...] or for two (2) months, whichever occurs first."

    Thus, the deadline may extend up to 2018-09-01.

     


  • Brazilian Customs on Strike

    Brazilian imports are stalling because fiscal auditors of the Federal Revenue and Customs Offices are on strike. They have been in dispute with the Brazilian government over pays and benefits since November last year. In Santos, the auditors recently voted to extend the strike until 30th of June. Unfortunately that also affects any sample shipping.


  • Brazil Postpones New Act 14448 By 3 Months

    Brazilian's ANATEL had drafted new rules in ATO 14448 but has now postponed those by a new act: ANATEL ATO n°2311.

    Thus, the deadline of ATO 14448 is extended from its original date 2018-04-02 by up to 3 months until ANATEL publishes new test rules.

     


  • ANATEL requires EMC testing

    During the re-organisation of its approval process for radiocommunication devices, the ANATEL requires EMC testing. This follows the new ANATEL regulation ATO 14448, which makes EMC testing mandatory, according to ANATEL ATO 952 for restricted radiocommunication equipment. The ANATEL Resolution 442 (EMC) has been repealed, the equipments which have already been tested and approved under Resolution 442 will be updated during the next maintenance process. 

    The new procedure becomes effective for all approvals and renewals on 2018-04-02.

    The approvals issued before that date remain valid until their expiring date.


  • New Requirements for Cell Phone Chargers

    Brazil’s regulator ANATEL issued new requirements for cell phone chargers, especially for vehicle and wireless chargers intended to be used with cell phones. These chargers will be listed as Category I products (1 year validity).

    Whereas the regulation is applicable for vehicular cell phone chargers as of 2018-01-06 (ANATEL Act no. 493), no date has yet been set for wireless chargers.

    Moreover, in-country testing will be required, including both the chargers and the cell phone they are intended to be used with.
